Both Master of Education Instructional Specialist degree plans include the following:
- Professional Development Core (12 credits)
- Bilingual Education or Early Childhood Concentration (24 credits)
To complete the program in two years, a student would need to take two courses each semester and each summer. Other options
for completing the course sequence in more than two years are available.
TEXAS ESL SUPPLEMENTAL CERTIFICATION COURSEWORK is included in the Bilingual Education degree. Students will be eligible to sit for the TExES ESL Supplemental Certification Test.

Getting Started
What are the admission requirements? Before admission to the Teacher Education Graduate Program, applicants must comply with the General Admission Requirements section of the UTEP Graduate Catalog.
- Transcripts of all universities and colleges attended prior to application
- Records of any completed certification
- Proof of citizenship or permanent resident status
- Records of resident history for last two years (military spouses may contact the registrars office to establish residency)
For admission to the Teacher Education Graduate Program, applicants must be certified teachers with the following:
- Undergraduate GPA 3.0 or above.
- Six semester hours of graduate work with a grade of “B” or better may be transferred from another institution.
- Other regulations as outlined in the graduate catalog.

How do I apply to the program? This is a two step process...
- Step one - apply to the UTEP Graduate School. The Graduate school will need official copies of the following documents to successfully process applications into the Graduate School:
- All transcripts
- A copy of your valid teacher certificate
- 2 letters of recommendation
- Step two - submit your letter of interest and vita/resume to the Online Masters Advisor at the address listed above.
How do I know which classes to take? Once admitted to the graduate school and the Teacher Education Online Program, your faculty advisor will assist you. Students should maintain a continuing advising relationship with the faculty advisor which includes preparing and updating degree plan, course registration, and the comprehensive exam process. What are additional Master of Education program requirements? Students pursuing the Master of Education - Instructional Specialist must submit a scholarly paper and pass a comprehensive written exam in addition to successful completion of their coursework. Find out more.
Registration and Course Timeline
Enrollment in courses is restricted to students who have been accepted into this program. Once you have been admitted, your faculty advisor will assist you in course registration. After successfully completing the registration process, you can access your online courses beginning on the first class day of the semester. Consult the academic calendars for a listing of UTEP semester start dates. Follow the instructions on the Course Access page to log in to your course.
