Course Description

This course was developed to assist aspiring superintendent candidates in understanding the national, state and local legal framework of school finance, and developing effective leadership strategies in implementing district school budgets. The course will examine the mandates, likely costs, and funding of No Child Left Behind, more precisely the extension of the Elementary and Secondary Education Act, initially passed in the 1960’s, as well as other critical and costly programs (e.g., Individuals with Disabilities Education Act). In addition to studying the federal directives, this spring offers a unique opportunity to carefully examine the role of the state legislature, governor and other state policy makers in attempting to develop a new school funding formula. And of course, the role of the local School Board, Superintendent and campus decision-making committees in making budget decisions will also be examined.
