Course Description
Personnel issues are very much in the center of the debate toward government in our society. The alleged inefficiencies of the public bureaucracy and its related protections has provided a basis for shifting programs to the private sector, devolving functions from the federal to state and local governments and attacking the civil service system as ineffective.
The purpose of this course is to familiarize students with key functions of government personnel systems, discuss various theoretical approaches and techniques, and understand the major legal requirements of public personnel management. Through this examination, we will be aware of the implications for our system of governance in the kinds of changes being contemplated for personnel systems.
